First step is to launch PDFelement on your computer. And then open the scanned PDF file directly in PDFelement by clicking the "Convert PDF" button. In the pop up window, you are allowed to import a batch of scanned PDFs for conversion.
Then tick the "Enable OCR" checkbox and choose Word from the output format drop-down list. Click "Convert" to start the process.
The default OCR language is English. If you want to change it, you can go to "File > Options". Then choose the language you need under the "OCR" tab.
